Americans Abroad – the Key to a Democratic Victory in 2020?

Approximately 78,000 votes, distributed through Michigan, Pennsylvania, and Wisconsin, cost the Democrats the White House in 2016. With all eyes now on Joe Biden and his presidential bid, many are wondering what it will take for him to reclaim these must-win states, as well as lock in new key players like Arizona and Texas. One source? Overseas voters. According to the Federal Voter Assistance Program, only 7% of the 3+ million U.S. citizens living abroad cast a ballot in 2016. The overseas vote could have dipped the scales in the Democrat’s favor last election cycle – it could have helped deliver Hillary Clinton’s missing 78,000 votes. With races in battlegrounds states increasingly won by razor-thin margins, Candice Kerestan will discuss current overseas voter mobilization efforts and argue that Americans abroad, a sizable population of eligible voters, should not be overlooked or underestimated in 2020.

Candice Kerestan is Chair of Democrats Abroad Germany and focuses on assisting Democrats Abroad, the official U.S. Democratic Party arm for the millions of Americans living outside the United States, find Americans in Germany and educate them about the process of voting from abroad. She is also a research associate at the University of Bonn’s Käte Hamburger Center for Advanced Study in the Humanities “Law as Culture” where she is beginning a PhD thesis on overseas absentee voting policy.
